I AM directed by Secretary Sir E. Grey to acknowledge the receipt of your letter of the 21st July on the subject of the right of British merchants to reside and trade in the open marts of North and South Manchuria.

I am to state, in reply, for the information of the Board of Trade, that Sir E. Grey has the matter under careful observation, and that every care will be taken to ensure that the Treaty rights of British subjects in Manchuria shall not in any way be encroached upon.

I am to transmit to you, to be laid before the Board of Trade, for their confidential information, copies of papers embodying recent conversations between Sir E. Grey and the United States', Russian, and Japanese Ambassadors.
